New evidence has emerged that the current administration in Kerala is moving towards its final phase. The Central Administrative Tribunal's intervention in the transfers of IAS officers in the state and demanding strict adherence to cadre rules seems to have given a brief break to the administration's "creative appointment style".

The freedom of the government to appoint anyone anywhere, without even having to be literate, has been curtailed. It is said that a sign has to be put up at the door of some offices stating that only IAS can enter. The fact that some posts, including the post of Excise Commissioner, can now be filled only by looking at the cadre list has become a new administrative experience for the administration.

There are other signs that the political atmosphere is also slowly changing.  Instead of the harsh words that were blaring through the microphone earlier, ministers have now started speaking in a more gentle language. The police's servile tone has changed a bit, which is a great relief. The occasional load shedding and the party cadres coming down to clean the Attukal temple premises that were swept clean are being interpreted as a trailer before the change of government. 

It is very interesting to see prominent Marxist leaders from each district walking out of the party and even the leaders' cadres breaking into their houses to persuade them to "return". Political observers suspect that all this is a preparation for the formation of a new government in Kerala.
