The Kerala Government's decision to appoint a bureaucrat as Secretary for External Cooperation is a flagrant overreach of constitutional boundaries, as highlighted by the Ministry of External Affairs. This move not only undermines the established framework of Indian federalism but also reflects a troubling disregard for constitutional expertise and norms. 

The apparent lack of due diligence and consultation with legal experts on such a critical matter indicates a disturbing trend of bypassing established protocols for administrative convenience. This reckless disregard for constitutional propriety risks setting a dangerous precedent and undermining the integrity of both state and central governmental functions.
