Kerala again to debt trap
The growth rate is reduced, the availability of Central funds and its use has decreased, revenue expenditures soared sky, financial responsibility overlooked and budgetary control has disappeared. The State of Kerala came into the trap of debt. The report of the Comtroller and Auditor General (CAG) reads in this line. No offices of local bodies or departments of the Government introduced the audited report and no investigation has been conducted on it. The CAG adds the provisions of the twelfth Finance Commission was not observed. Who is responsible for this pathetic situation of the State finance? Does Amartya Sen II of the erstwhile Ministry, then Minister of Finance Thomas Isaac owe any liability for this financial muddle?
The CAG could have put on the table its report two months before enabling Isaac for a channel debate with Satheesan or Mani.
