Fish waste water overflowing in Kerala streets

Alarmed by this grave situation when a commuter sent an RTI application to a local Panchayat Secretary the applicant was brutally attacked by quotation gang of a fish vendor.  Has the Government a say in this regard? Do the authorities realise the lack of planning and the disgust that this is creating.

Personally, I don't expect such a lack of civil sense from the rulers of God’s own country.
